REGISTRATION FOR CIVIL DEFENCE DUTIES
NOTICE TO MEN BORN BETWEEN 7th SEPTEMBER, 1881, AND 6th SEPTEMBER, 1922.
REQUIREMENT TO REGISTER ON SUNDAY, 14th SEPTEMBER, SATURDAY, 20th SEPTEMBER, AND SUNDAY, 21st SEPTEMBER 1941.

NOTICE IS HEREBY GIVEN by the Council of the Urban District of Conisbrough and the Council of the Urban District of Swinton that all male British subjects who on the 6th day of September, 1941, are resident in the Conisbrough Urban District and Swinton Urban District, and are not less than eighteen but under sixty years of age, are, unless they are exempted persons as specified in the Schedule hereto, required to apply in the manner hereinafter mentioned to be registered under the Civil Defence Duties (Compulsory Enrolment Order, 1941.)

The application for Registration is required to be made in writing on a form which will be provided, and the applicant is required to state his names in full, his home address, his age, the date of his birth, his National Registration Identity number, and his occupation or profession.

The application is required to be made in person on the appropriate day as specified below according to the applicant’s age at the following places, namely:-

The form on which the application is to be made will be supplied to the applicant when he attends for the purpose of making his application for registration. APPLICANTS WILL BE ASKED TO PRODUCE THEIR NATIONAL REGISTRATION IDENTITY CARDS WHEN REGISTERING.

To avoid waiting applicants should, as far as possible, attend at the place nearest their home and on the day and at the time indicated below, namely:-

Men who for good cause (for example illness) are unable to attend on the day specified above for their age group must apply on a week day at the Local Office on the Ministry of Labour and National Service as soon thereafter as they may be able to do so, not being later than 30th September 1941.

Men who for good cause are unable to apply in person by 30th September, 1941, may fill up a Registration Form and post it not later than that date to the Clerk of the Council, at the Council Offices, Conisbrough, or to the Clerk of the Council, Council Offices, Swinton.

SCHEDULE

PROVISION RELATING TO EXEMPTION FROM REGISTRATION

  1. A person is exempt from registration if on the 6th day of September, 1941, he is:-
  1. A member of any of the armed forces of the Crown
  2. A member of the Royal Observer Corps
  3. A constable
  4. A master or a member of the crew of a ship engaged in seagoing services
  5. A registered medical practitioner
  6. A person who:-
  1. Is the subject of an order or inquisition under the Lunacy and Mental Treatment Act 1890 to 1930: or
  2. Is being detained in pursuance of section twenty-five of the Lunacy Act, 1890, or as a criminal lunatic, or in pursuance of an order made under the Criminal Lunatics Act, 1884; or
  3. Is undergoing treatment as a temporary patient under section five of the Mental Treatment Act, 1930; or
  4. Is a person placed in an institution or a certified house of under guardianship under section three of the Mental Deficiency Act, 1913, or is the subject of an order under section six, eight or nine of that Act, or is under supervision provided under section fifty of that Act, or is the subject of a notification under sub-section (2) of section fifty-one of that Act; or
  1. A person certified by a local authority. As defined by the Blind Persons Acts, 1920 and 1938, to be registered as a blind person under arrangements made by the authority under those Acts.
  1. A person may apply to the Council to be exempted from the liability to be registered if before the date on which he is required to register he ceases to reside in the area of the Conisbrough Urban District or Swinton Urban District and shows reasonable grounds for leaving the said area and that it would not be practicable for him to perform fire prevention duties in the said area. If this application is refused by the Council an appeal may be made to the Local Military Service (hardship) Committee.

 

Applications to the Council for exemption under this paragraph should be addressed to the Clerk to the Council, at the Council Offices, Conisborough; or to the Clerk to the Council, the Council Offices, Swinton.

 

WARNING: Failure to comply with the requirement to Register is an offence under the Defence (General) Regulations involving liability to heavy penalties.

AFTER REGISTRATION application may be made for exemption from enrolment or for release from duties, A leaflet (C.E.O.2) giving full details of the grounds of exemption, the manner of application and of any certificates required will be supplied on request at the time of registration.

Men desiring to claim exemption on grounds of medical unfitness or exceptional hardship should when registering ask for Form F.F.2. This form may also be obtained on request at any time at any local Office of the Ministry of Labour and National Service.

Men desiring to claim exemption on any other grounds should, when registering, ask for Form C.E.O.3. This form may also be obtained at any time thereafter from the Clerk to the Council, at the Council Offices, Conisborough; or from the Clerk to the Council, at the Council Offices, Swinton.
